Oprah's show is based in Chicago.
Oprah was one of the celeb endorsers pitching Chicago for the Olympics today, along side Obama.
The woman in the picture is holding a sign referencing Oprah.

Thousands of people were out in Daley Plaza today awaiting the verdict on who would get it and Chicago got knocked out in the 1st round.
