I know why Paypal needs to charge fees for debit and credit card payments, BUT the fact that they FORCE you to pay fees even for direct transfers or payments from $$ already in someone's Paypal account is a ripoff. At the very least, the fees for those types of payments could/should be at a lower rate than debit/credit card payments.
Don't get me wrong, I use Paypal and - besides their high fees- I think they provide a useful service, but I dread the day when I have a problem or dispute and I need to rely on them to back me up- cause I know it ain't gonna happen.

Only premier accounts can accept debit/credit card payments- BUT, they do allow you to accept 5 debit/credit card payments PER YEAR to your personal account- though the fees are slightly higher than their normal premier account fees.
Also, if you sell on Ebay, they essentially force you to use a premier account by mentioning the Ebay policy that sellers who accept Paypal MUST accept all types of Paypal payments. If you link a personal Paypal account to your Ebay selling account, you better hope that no one pays using a credit or debit card- this happened to me recently. Paypal/Ebay does not allow you to "DENY" the CC payment, they force you to upgrade to Premier to accept the payment. The buyer cannot cancel the payment like Paypal says they should be able to on their website- it's complete BS.
Basically, the best you can do is set up one Premier account and one Personal account (this is 100% allowed by Paypal), then just try to route debit/credit card payments to the Premier account and bank transfer/Paypal balance payments to the Personal account.
