The greratest:
George Washington - for what he didn't do as president - become Premier or King
Andrew Jackson - beginning of the rise of the "common man" and fullfilling Jefferson's ideals; somewhat
Lincoln - beginning of the end of slavery - by proclamation
Woodrow Wilson - for WWI and the inadvertent end of American innocence
FDR - WWII, The New Deal, and the beginning of the US as a world power.
War has not been declared since so there have not really been any war time presidents in the historically sense - only wannabes. Nor have there been any real "leaders" that have captured the spirit of the age or the popular imagination. We have been cursed for over 60 years with politicians. Eisenhower patterned the Interstate system after Germany's highways but was most famous for playing golf. Although he warned us that the country had been highjacked by the military-industrial complex, he was unable to create a consensus that we could or should do anything about it. He did have the balls to say it though.
