No, not at all. Birthright doesnt mean a monarchy and a monarchy doesnt equal birthright.

And none of the people you are listing have gained their position by birthright.

In no way, no matter how far reaching, does this resemble a monarchy. It cant when the parties in mention are ellected officials with no absoloute power.
