Time for me to throw in my 2 cents here: (10 years of playing)
1. Get an acoustic guitar first. A nylon stringed classical isn't bad, either. Why? Because you can take it places and practice/play without dragging a refridgerator-sized box of wires with you.
When you pick up the guitar, get a tuner. I like the clamp on digital ones from accu-tune. If you don't get a tuner, the guitar fairy will cut your balls off with the high E string.
2. Buy this book:
and make it a habit of trying to get through 1 page a day.
3. Electric guitars are nice, but I feel it's easier to get bored with them than an acoustic. There are LOTS of good songs for the electric, but I don't find them as satisfying as some of the awesome shite for the acoustic.
4. Buy an electric guitar to go with your acoustic after you are more comfortable with playing, and get a quality instrument. My experiences have shown the Gibson Les Paul guitars to be excellent, and better than the Fender models for what I like to do. Also great are Paul Reed Smith's stuff, as well as Gretsch and Guild guitars. And, as strange as it sounds, some of the Hohner brand electrics I have found to be great.
That being said, go to the local hock shop with lots of guitars, and just look down the row of them from the rear. Look for electric guitars that have a neck that is glued to the body instead of bolted. When you find one, play it. If the price and brand are good, buy it. Make sure all the electronics work and such. Turn all the knobs and see if any of them are loose or make a crackle through the amplifier.
E. Get a tube amp. Solid state sucks. Brand almost doesn't matter as long as it has the little glass fire demons in there.
5. Practice. When you are done practicing, practice some more. I'm practicing right now in between bullet points. The song is "Radical Dreamers" by Yasunori Mitsuda. Practice until you puke, then go eat and do it again. Don't get any on your guitar.

Learn scales (major, minor, chromatic, pentatonic)! It may be boring to play, but when you learn that shit, you can jam like you're writing on paper (unless you want to play power chord punk, then don't waste the time).
