          Let me see if I can get my scanner to work. You'll be pretty blown away. These were road frames that weighed in at 3.25lbs. My mountain frame was 2.75 and I still have it 12 years later. No bottom bracket shell failures. Its built out of Easton SC7000, the road frames were Easton Ultralight.

                    possibly.. you may need to re dish your wheel though. The chain line might not be spot on if you dont. It all depends though lol, Its hard for me to tell with out physically seeing it.

                            Is a 700x28 tire supposed to fit a 27 x 1 1/4 wheel?

                              Nope. A 700c fits a 700c rim, a 27x1 1/4 fits a 27x 1 1/4 rim. The tubes will interchange to some degree, but the tires will not. The 27 is a specific Schwinn size. Sounds like its time to pick up a set of 700c wheels.

                                Fuck. Shoulda done more research before buying tires. WHY ARE ROAD BIKES SO WEIRD???
