Here is my general rule of thumb for getting pulled over:
No matter if the officer is a douche or not, always comply in a polite, swift and safe fashion. It will always be to your advantage if you are nice, even if the cop is an asshole.
That guy didn't deserve what he got, but he was fucking dumbass. The cop was an asshole, but he could have avoided the whole situation by just complying efficiently and not bitching about the cop raising his voice to him. What a tool.

I would hardly call what the driver did 'stalling'. He didn't seem to stall at all, it looked like he was trying to find his license and registration as asked. the officer was way too quick to react and really used excessive force. He could have easily remedied the situation by being a bit more patient and not resorting to the taser.

Ya I have major issues with the cops in my town and surrounding towns, but i know that for the times I put up with their bullshit, there are another 20 that they have done their job. Their job is extremely dangerous and they have to deal with shitty pay to keep our country safe. And then you go and say they basically all should be killed, you are a complete and utter Moron.
Now with saying that yes the officer in the video did use excessive force, and it was not necessary to use his tazer. However in every traffic stop they have to assume the worst. Yes he did use excessive force and was wrong in doing that, but the problem is we do not see what he was doing in the car. Maybe he was reaching for his license but maybe not, this is something we may never know. That is all.
In my hometown of Cathedral City, CA. just this week, an old HS friend's little brother got tazed and went into seizure and busted his cheekbone, orbital ridge, and nose, along with knocking out multiple teeth as he fell onto the curb. There may be news about it soon, but with it going on everywhere else, I don't really thing every story even gets out. I'll have to check the newspaper out there, it's called The Desert Sun.
