I have found really cheap rates using STA Travel, but you have to be a student.

like any service they miss sometimes. If you search you'll hit the deals. I flew from Charlotte NC to Munich for 400.

Yeah I just tried, about 100 more expensive than hotwire... But probably good if you keep up the search, just like any other site.
