    Yes. Because us wiping out Iran means we scare the rest of the Arab world, gas gets so expensive that the entire military budget gets used up buying fuel for 3 F-18s and a carrier, and suddenly the Middle East explodes at each other, then at us, and it creates chaos. Besides, Russia will sell anything to anyone, and there's a lot of money in Iran, Syria, Jordan, Saudi Arabia, etc.

    Things are still relatively stable because so far people play by "the rules". we do small-level conventional (well, sort of) operations, they use suicide bombers, it's terrible but no one's scared of entire cities getting blown away with bombs. (I'm talking about a larger scale than just Iraq.) Think of it this way- everyone's threatening each other with knives, but everyone has a gun in their back pocket. Knives are bad, but once someone pulls a gun everyone's going to go crazy, and you'll see something like the ending scene in reservoir dogs.
