Ordered California Special Interest plates (http://dmv.ca.gov/online/elp/elp.htm) a few months back (september or october) and got a notice in the mail yesterday that they are available for pick-up. I drive down the local DMV office to pick them up, and bring the vehicle registration and old plates and they refuse to give me the new plates since my car is registered as non op. All fees have been paid, everything is current, but they just won't release them to me.
WTF. I ask them to show me where it states that a car can't be non-op to have custom plates and they couldn't deliver, and will "research it and get back to me tomorrow". I explained to them that all fees are paid, everything is current, and I can't get the car all up and running in 30 days to get the damn plates, but they don't care.
What a f-ing joke.
