Couple of things...

Obama did admit to use,

Bush refuse to answer any question about his use of Coke, Pot or Alcohol,
REFUSED,
his PR person said America was tired of that kind of crap,
the crap they were speaking about was how they grilled Clinton over his use of it...
it was OK when it was the other guy who was getting grilled but not when their guy is...

The thing that bothers me the most about Phelp's is that you know that he would only do such a thing amoungst friends, so which one of his "friends" sold him out?

as far as the Marijuana Culture,
how is it really that different than the Alcohol Culture,

I don't think that Phelps should be penalized in any way,
he may lose some endorsements and that is the price he may pay,
but really what harm has he done?
