Hmm, I really don't know what to say about a hotel. My mom lives like 10 minutes from downtown, so I've never stayed in a hotel there. There is a bunch of stuff to do though, so what are you looking for? Touristy stuff? skiing/boarding? Night life?
Touristy stuff. Some nice restaurants, not too pricey. Is there anything especially nice to see at night? Where is "downtown" in Seattle? Is Bellevue part of Seattle? Sorry for the lack of knowledge.
Gotta check out Kerry Park at night, best view of Seattle...Bellevue is on the "eastside", which would be the east side of Lake Washington. What kind of food, there are a million restaurants...touristy things would be alki beach, the needle of course, the fremont troll, pike place market, pioneer square, gas works park (another good night spot), the locks...lemme think some more about that, I'm sure people here will have more for you.

No Bellevue is a neighboring city. Seattle sits between the puget sound and lake Washington. Bellevue is across the lake east of seattle. I guess I consider downtown to be near the water. I'm not great with streets, but north of safeco field, west of I-5 and south of queen ann hill are what I would consider downtown.
There is also lake union that is right in seattle that has a bunch of restaurants on it. There are many, many nice restaurants in seattle, and it just depends on what you want. If you like sushi, I highly recommend you get some while you're down this way. I would assume that the people at whatever hotel you go to would be able to help with that.
I'd recommend you go to Pike Place market for something to do. I'm not sure how much they do during the winter, but it's a great little market down by the water.
Oh yes, definitely make your way over to alki and eat on the waterfront there at night. I also highly recommend you see the locks (the ones from lake union to the puget sound), they are very cool.
Also, he's right; Kerry Park is very cool. I used to go there all the time when I had an apartment in Seattle. Here's what the view is like in daylight:
Ah I forget about all of the things to do since I've lived so close for so long. EMP is extremely cool, and you can do that the same day you do the needle if you choose to, they are right next to each other.
I'd drive over to Olympia National Forrest and go for a hike or even just a drive. But then, it might be tough to do this time of year.

EMP sucks nowadays...it's declined significantly since it was first opened. Save your money and spend it on our variety of local tasty microbrews instead.
check yelp for food ideas, there's a ton of great places to try in Seattle.
