Figuratively speaking yes. Don't forget that after 9/11 congress passed a bill giving the president all the war powers beyond what any president in the past has ever had. In essence he did not need congressional approval to wage war with another "terrorist" country. Both houses in the Senate gave Bush unprecedented authority.
