I was wondering what is a "lock down sleeve?" BP had said in their appearance before congress [haliburton] hadn't use one. I could not find a clear explanation online.
There was also some some remarkable figures from Phil Gingrey that sounded skewed. Maybe someone could confirm this is right:
Oil company's recorded safety violations over the past 8 years:

Citgo - 4
Sunoco - 8
Conoco - 8
BP - 760
Is BP really doing that many more things wrong? Maybe it is because BP out sources more work thus has less control over enforcing safety policies?
