I am not defending DHS by any means, but I don't know if I would call them a cluster fuck. My employer had a business relationship with DHS up until May of this year. I can tell you that they have A LOT of money with which they use to buy tons of shiny toys and tons of highly trained and skilled employees. They overstep their bounds sometimes, and that pisses a lot of people off including me, but they do seem to do their job pretty damn well.
