    EVERY TIME the cap gains tax rate has been lowered, cap gain tax receipts have gone UP
    EVERY TIME the cap gains tax rate has been increased, cap gain tax receipts have gone DOWN

    you want to soak the rich? lower marginal rates. it frees up capital that goes in motion throughout the economy.

    guess what else
    the top 1% of wage earners earn 21% of all income and pay 40% of all income taxes
    the top 5% of wage earners pay more than the bottom 95% combined

    THAT IS THE PROBLEM

                          I'm a socialist because I want lower taxes than Reagan? And US history shows pretty clearly that increased taxes on the rich does not hurt the economy.

                            go to any state in the union that has tried to soak the rich
                            it doesn't work. the rich, for the most part, are pretty smart. they avoid taxes where they can.

                              That's why we need the FAIR TAX!

                              No more payroll taxes, capital gains/"death" taxes, no taxes on investments.

                              Just a national sales tax (that at current funding levels, although this should really be combined with spending cuts, would be approx 22%). Then you are only taxed on consumption vs your income. Hits the underground cash economy (these people do BUY things), etc.
