    Nark on your neighbor program?

    One would protect residents who tattle on neighbors or others who, for example, throw diapers in their recycling bins or garbage in their composting carts.



    The Portland City Council will consider two rules Wednesday that would allow city officials to take steps toward cracking down on garbage and composting scofflaws.

    The first would protect residents who tattle on neighbors or others who, for example, throw diapers in their recycling bins or garbage in their composting carts.

    Specifically, the proposed ordinance would authorize the Bureau of Planning and Sustainability "to treat complainant information as confidential submission under Oregon Law to provide residents opportunity for free disclosure of alleged violations of administrative rules related to waste disposal and recycling without fear of harassment," according to the city.

    The second rule would enshrine the garbage violations in city code, making it illegal to "place in a recycling cart, recycling container or recycling bin any plastic bag, diapers, pet waste, Styrofoam, wood, food, yard debris, or any solid waste; or place in a compost cart or compost container any plastic bag, diapers, pet waste, Styrofoam, or any solid waste."

    Neither rule spells out the consequences for rule breakers, but there are hints that fines or other penalties could be coming. In paperwork noting who might oppose the change, the city writes "property owners subject to enforcement."

    Two things.
    You better be a damn good recycler with no mistakes and you better keep your trash bins locked away at all times (even while they sit out at the curb waiting for pick up?) if you're going to cause trouble. You know who you are anyways.

    or maybe it costs them a lot of money to try to recycle stuff that is clearly non recyclable. So instead of wasting tax payer dollars in the extra process they can save everyone money and only fine the people who are taxing the system. It's kind of like your arguments with health care no?

      So creating a nark program will fix the problem?
      How are you going to prevent me from throwing something in your bin while it waits on the street for pick up? Or say someone decides to throw something in your trash while on a jog or while walking by, and they get it wrong. Or do it maliciously.
      Yet you get the fine. Seattle already has a fine. Portland is just thinking of making it ok for neighbors to nark on their neighbors. And anyone who's lived in a house knows which neighbors like and dislike them. Government helping to create neighbor wars....lol.

      More problems will come from programs like this.

            I get you. I guess there would have to be some system of appeals. I know that in San Diego the bins are owned by the city so its some what of a crime or whatever for others to do that to your bin... just like the mail box in front of our house.

              It sounds to me like they initially gave eveyone the abilitly to exercise personal responsibility by putting their waste in the correct bins. Evidently the citizens there can't handle that level of responsibility.

                The question of how to avoid others from corrupting your assigned bins would be a good question to bring up at a town hall meeting.

                  Portland has cut it's pick up of trash in half. But Portland citizens pay the same amount for pick up that it used to. They pick up recycling and food scraps every week though. Trying to force people to recycle and remove food scraps from their trash cans. Portland claims 25% of all trash from Portland are food scraps. IMO that's BS. My family has no where near 25% food scraps for trash. Plus most food we throw out goes down the garbage disposal. Pasta, rice, eggs, fruit, veggies cut offs etc.

                  At this point, if I lived in Portland, I'd make a single dump run once a month and throw all my waste in one fucking pile. To Clackamas I go. Fuck em.

                    Yeah, fuck recycling. I'm not gonna let the man tell me what to do. It's entirely too inconvenient to throw my shit in a container that's right next to the container that I'd normally throw it in.

                          Are you producing less waste? I imagine they simply realized they can take care of everyone's recyclables with half the trips, you just expect to see their savings trickle down to you without knowing exactly where your money is going don't you?

                            Does it cost them the same number of man hours to pick the trash up once every two weeks instead of once a week? The cans size didn't change...

                              There's likely more to it than padding someone's back pocket by cutting pick-up's in half. Don't be so hasty to grab a pitchfork and assume the worst.
