Why are all these agencies purchasing ammo

Home Land Security, NOAA, now SSA purchasing large amounts of hallow point ammo. Maybe I can see Home Land Security, but why NOAA and the Social Security Admin doing so?

Well.....we've got a major election coming up. Why not pile up on ammo. SSA is going to have to fight to stay afloat. They'll probably stage a revolt and all the seniors will move to Fla, then break off into their own republic where everyone is on SSA and nobody walks on lawns.
