To answer your question, I think it's more about who controls Congress than it is about the President. Traditionally, Republicans are less likely to pass gun control legislation than Democrats are, so depending upon which one is in power will determine whether legislation is passed or not.
I do also feel that if Hillary were in power the Republicans would never vote in agreement with her on a single issue unless forced into a corner by the lesser of two evils. It would have been the final two years of Obama for another four years, which I think wasn't good for anyone.
