Basically you need to score a new trunk lid OR find a is/mtech1 spoiler, seal the old holes with some kind of silicone/bondo/something and cover up the ugliness with goodness.

buy a manual! if you are going to work on your car you will need one. $16 on amazon. seafoam. it could help clean out a lot of crap. i know it has helped my cars a lot in the past.

is there another option instead of welding to close the holes in the trunk lid?
Without the purchase of a new one.
I have holes in my trunk lid. I'm using tape. Finding a replacement would be the easiest, cheapest, quickest way around that. Might even find someone giving one away.
