Photo Shop Art Help For A Sticker

Dont know what ya call it,if it's photo shop or whatever but is there anyone that can help me with art to design my next Archie's Angel Sticker? Pretty much have it all layed out,just need the art help.
Basically turning a picture of a person to a cartoon image.
