I have no idea what you wanted. I just wanted an old look to match the car. Don't do it too often / not so great at it thus why I played around. Then again I literally spent 2 minutes max.

            Hahahah I used photoshow cs7.0

Theres an Ellptical Marquee tool in the right you select all the lights with this....Go to the top and Click "Select" and then Inverse: this selects the opposite of what you selected. (The entire car minus the lights.)

And then you go to "Image" at the top < Adjustments < Brightness/Contrast this will allow you to change the Contrast of the entire Pic (Minus The lights).

Once you get the look you like go back to the "Select" at the top and then select the "Inverse" again this will select the lights again.

Back To "Image" (at the top) < Adjustments < Hue/Saturation and adjust the saturation to your desired level.

then File "Save As'' and make sure you save as a .jpeg file to preserve your original file.

            And your done!

I know contrast and stuff well. Okay so you just selected each part spearately? I was going to do that, then though "nah too much work". I just got this idea. Kinda neat. I gave it the old feel also like 87e30 did
