Its probably not legal at all. But it would be easy to get away with it because the only time you are required to have functional headlights is at night or during rain or a snowstorm (depending if your particular state requires the use of headlights during rain) and those are times when the cops wouldn't be able to see if you have the grille over the lights.

can somebody black out the small strip on the bottom? starting where the fender meets top of the valance, the part right above the bumper.

Damn, that one with the lights and no kidneys is exactly what I plan on doing! I think it looks Sick as hell. It'll all come together with an iS lip & splitter, and the carbon fiber roundel in the middle of the grill, with the hood emblem shaved and smoothed. Totally awsome...

as for changing the front i say they give you a base to work with and it is up to the owners to change it to how they prefer. done tastfully i can see this as very nice and unique. done bad it will look like shit and be a eyesore to all who see it
