This. When ordering new ones search for rocker shaft plugs. They're cheap. If you search half moons you'll probably get some kinky asian shit. probably not as cheap.

What would cause the e30 to begin stuttering and want to turn off in the rain?

No, the rocker plug holes should have a light coat of hylomar or silicone.
