So they are supposed to still spin?

What kind of tightening mechanism do they have? There are like 3 different ones.

But no they aren't suppose to spin. The coil itself can though when not under load.

Thanks for all the help guys, I put a replacement pre fuel pump and sprayed carb cleaner and it fired back up.
