What is weird is that other peoples' phones don't have the same issue when being charged by the same charger. It's odd.

It is subpar voltage regulation somewhere yes. Adding some big caps to the charger would be the most EE-ghetto solution. I'm not sure how clean the power out of the average cig lighter charger is but if you have a cheapo one I would suggest trying another one.

If a different charger doesn't help and it's better in another car, it is also possible that the regulator on the alternator is going bad. Generally they can be changed out easily and are like $30 (iirc).

Op-amp voltage regulation will differ from phone to phone; some will be able to deal and some won't.
