I'm pretty sure that they aren't allowed to pop your hood anymore unless you give them your expressed permission (I guess after inept employees broke too many cars, it turned into a liability issue).
They pretty much just do the exhaust and gas-cap test (they didn't use my cig lighter last time I went a couple years back) and if you are below the thresh-hold for CO2 then you are out of there with your pass. Also, I point-blank told them that they were not gonna sit in my car, I ran my own shit...

Insurance is cheaper if you're registered over here too.
Well I have an uncle who lives in Vancouver, and I'm considering registering the car out of state so as to avoid emissions (obviously)

Well I can drive it up and tune it to pass, that's not a problem.

WA state law says you cannot increase the number of cylinders past what came in the chassis, so no 8 cylinder E30s for example...but if your numbers pass you should be good.

Why not call them? Even vantucky is still kinda small town, they will talk to you.

Running around in Kali with WA plates is gonna be OK when you have a CA drivers license? Maybe put it in Unk's name and tell the coppers you are borrowing it?
