Kind of in the market for a fixer/project M3 and have noticed this one several times but have been fishy about how it is still on the market

It states it runs well and that its only cosmetic issues, which is easily noticeable by the condition of the paint and the leather.
Has anyone gone and looked at this car? Id like to know how good the condition really is, is the clear coat fully gone? or could it be temporarily polished until its re-shot with new stuff.
It does look like it was enjoyed at one time though, has a Racing dynamics strut bar and a few other misc goodies, the 200k is slightly scary but i've seen S14's with 300k on them.
