I have not been able to get spark or fuel, I've already replaced almost everything but the coil. I changed the CPS and still have 540 at the CPS pins, but when i check the pins from the ecu its only receiving around 0.07. This means the wiring loom is shot right? I just want to be sure before I start pulling it all out.

What are you metering? Ohms?
You should see 0 ohms with throttle closed, hopping up to infinity when off idle.
It's just a switch.
Conversely, with the ignition on, you should see no voltage across it throttle closed,
jumping to 5v off idle.
If it behaves the opposite way, you've found the WOT switch, which should do approximately the reverse.

Jason. Is it a genuine sensor or at least a better brand name?? I believe I would replace that section of the loom, or make sure the PINs are clean and clear. I know some people have issues with breakup at higher RPM and people run a 10k resistor, but that is mostly people running stand alone, so I would avoid that.
Either way, in this order
1 Check PIN condition
2 Replace offending wires in loom20% Accurate
Morty: Well Summer maybe people that create things aren’t concerned with your delicate sensibilities you know? Maybe the species that communicate with each other through a filter of your comfort are less evolved that the ones that just communicate? Maybe your problems are your own to deal with and maybe the public giving a shit about your feelings is a one way ticket to extinction.

It's also VERY common to reverse the CPS and reference sensor since the connectors are the same.Seat Shocks....I have passed the baton to John Christy from Ninestitch. Email John or Garrett at ninestitch1@gmail.com
