so what does it mean if my wheels already hit frame/swaybar when turned all the way? i have a e36 rack so does that mean the e30 rack does pretty much wwhat these are intended to do?

It means you have a higher offset wheel, and some wheel spacers to help that issue. E36 rack does not give you more angle just a faster rotation, these spacers would add more angle.
