Can the spacer without the centric ring be used safely?

The ring is what carries the weight.

That being said, I'd purchase these, but they aren't the size I'm looking for.

It should be but check the torque often. I've run plenty of aftermarket rims on my Jeeps and integra without centric rings. Plus the car rode fine with these. I just like the stock stance
