This is true and I'm not denying that. As I said earlier, my fault for just taking someone's word for it and not doing any research for myself. I had taken the "any muffler shop can do it" and just ran with it without knowing it was illegal to weld a used cat onto a car. That is on me alone and I agree.
Why would you leave to meet someone, at a rough estimated time, at a location you have no idea about? Im sorry, but thats completely on you.
Solely because I was under the impression that the 7pm time was agreed upon and I didn't want to make you wait around. Like I said, as you know, it's a 1 hour commute down without traffic. At the time I sent the first message requesting the address, it was just slightly before 6pm. I waited for a bit then decided to just start the commute thinking that i'd receive a response some time during the drive. That is on me, I agree, not you.
Look, I didn't start this thread to bash someone. This is a feedback forum and I felt that communication during this transaction was crap. Hence, this was my feedback. I went on the word of the seller and felt like I was given misinformation and that the seller did not take the steps to rectify although he had said he would. That is all.
I did my best to stay respectful to him while stating my side of events. I never once cussed him out, nor called him names. That is why despite it being a bad experience, I explicitly stated I do not think he is a scammer in addition to the disclaimer I had put on at the beginning.

Hey bro, you said your piece, the more you defend yourself the more you'll be demonized. It doesn't matter what the outcome was. You paid for a cat, got said cat, then couldn't find anyone to do the dirty deed.
That's not his fault, you shoulda known in CA it would be hard to do that. I mean yea, he said he would refund you (allegedly), but... he technically doesn't have to because A) you're doing illegal shit anyways and B) You bought a used car part from a guy you met online.
So either move out of CA or do it the right way. Simple. He didn't burn you, you tried to be slick and it cost you $50. Live, learn and move on.

Scammer no. Dishonest or a poor business person, slightly, but that is my opinion based on my experience only. My reasoning boils down to those two statements he made.
The first about the muffler shops which I just took his word for. Which ended up not being accurate. As I said, I should have done research yes, but at the same time, why tell me any muffler shop would do it if that was not the case.
And because the first statement didn't hold true, I was expecting him to hold up the second one regarding the refund he offered since I had been going under the information he provided me. Which he didnt. Our transaction was marred as well by communication issues.

You are absolutely correct. but again this was feedback. Legality/policy/obligation is not in question. it was the nature of the transaction itself. I believe he said something and didn't follow through, that is all.
OP... it's probably better that you had it fake smogged because those shit cats aren't good for more than a couple years anyway. I say chalk it up to a learning experience:
When I buy from a forum member I expect
- what I bought to take a month to get here
- to be ripped off
- to not pay more than 150 for something
- to inspect and research what I'm getting as much as possible before messaging them

You do know you can junk that cat for around the price bought. Moral of the story, don't buy cheap used aftermarket cat for your car. Either way, Josh1254 should do a refund since he agreed to do so during sale. ky0u, I would just junk that cat for some cash and move on. Just remember Josh1254 for future reference.
