You can, but it will be significantly more difficult. '99 is the first year of the M52TU which has dual VANOS and for which the easy OBD1 electronics do not directly bolt on. You will want to look at hoveringuy's M54B30 swap thread to understand the difference (the M54 and the M52TU are essentially the same motors - the differences are irrelevant for swap difficulty.)2006 GMC Sierra 2500HD 4WD LBZ/Allison
