I believe those are stock numbers. I'm sure someone else with more knowledge will chime in, I'm a noob. I believe the M50b30 was the US M3 engine?

No, the US M3 engine in 1995 was the S50b30. It had different cams and engine tuning but was still very much based on the M50tub25. should gain peak torque in proportion to the change in engine size. lowend will be alot better yo, but without breathing mods the gains in peak hp might not be as dramatic as lower in the rpms89 E30 325is Lachs Silber - currently M20B31, M20B33 in the works, stroked to the hilt...
