Use brake cleaner first to clean off all of the old wax and then apply 3-4 coats of wax. The best is to do it in the sun so you can really work it in and see your progress.
ohh, and if it starts to, like cloud, or something, it is just a sign of impending rain. So put your final coat on, and then just leave it til after the rain, cuz it makes the wax take a good set. And don't forget to change the air in your tires. Stale air causes oxidation from the inside of the wheel, eventually leading to costly repairs (Car Tech. 101) ;)
you can't really wax too much, but you should still strip your car once a year. otherwise you're just polishing dirty old wax... dish soap does the trick, so it's not terribly tough.
and yeah, don't use dishsoap to wash your car either, not unless you don't want any paint protection. :P

Brake cleaner? I heard it was best to wipe it down with a rag soaked in DOT3 Brake FLUID. That is good for the paint, right? :D
