    Need Bodypanel surface rust/primer advice

Hey everyone, I am not a body guy but love to work on this. I decide to learn and treat some surface rust on my trunk lid. I know I need to paint the car but due to family responsibilities, I can't have this done now. But I want to stop the rusting and don't care if I have gray primer patch as I already have some metal exposed in other areas on the car. Wat are my best options? I basically used a wire wheel and some CLR/scuff pad to get it to this point. From reading many body forums or even youtube videos, I get mixed opinions. So I believe I have two options, primer it with some epoxy primer then fill in with body filler to fill in the larger pits and then sand, or fill in with filler, sand, and then primer. I will make sure there is no rust.

The area has some small pitting which is my needing filler or something. I believe I got all the rust out and I believe I can use the vinegar/water mix to make sure or get some rust prevention chemical.

Please let me know what you propose, which brands or items and why. Half the surface area was under my rear spoiler which is removed in the last picture.

    1) paint prep solvent
    2) epoxy primer
    3) bodywork including filler/bondo
    4) epoxy primer on repair areas or over entire car again
    5) high-build primer
    6) basecoat
    7) clearcoat

If your gonna get it repainted. Clean the rust off and put 3-4 coats of por 15 on and top coat it with some paint

It kinda looks like some of the pitting is rusted through, can't really tell. Take a screw driver and poke at it a bit to make sure the metal is still solid.

Thanks guys. Just small pitting, nothing rusted through. Already did my research and using the steps papag pointed out.
