Normal to have filler on fender flares?

It's not normal to have filler on body panels. Seam sealer, yes, but this isn't that.

those are terrible pictures.....by the shape of it I'm guessing we are looking at the front fender? If so, put it in the trash and find a good used one or get new OEM replacement fender. Stay away from the aftermarket
