Too low a load, not enough current getting to amp, too much voltage drop between amp and battery, could be alot of shit.
Give us details about your system, its all but impossible for you to be ANY LESS SPECIFIC then you have been.Tenured Automotive Service Professional - Avid BMW Enthusiast

You have (2) 12" Subs running off one 400 watt amp? Of course something isn't going to work, for one 200 watts per 12" I'm guessing wouldn't really push them let alone make them thump. I had a 250 watt amp trying to power a 12" and it just didn't work. I'd suggest using that amp for your speakers if possible and buying a bigger amp.

Furthermore, the amplifier would not going into protection mode if there simply wasn't enough power for the speakers. In addition, when you ran a 12" sub off of your 250watt (probably Power Acoustik), you must have improperly installed the amplifier for it "just not to work."
