    condenser fan

my condenser fan is not turning on when i turn on the A/C and i do not
have and refrigerant in the system.

now the question is does the condenser need to be under pressure for the fan
    to kick on??

like i said no refrigerant in system so i know its not going to cool.

Check the resistor. Those generally take a shit.

No, the aux fan in independent of the pressure switches. Pin 2 and pin 3 of the radiator temp switch will activate both speeds of the fan assuming the low speed resistor is good, if you doubt your wiring/resistor jumper the high speed fan relay directly to test the fan's operation.

Actually, if there's no pressure in the system, turning the ac button on won't trip the
low speed of the aux fan. There's a low pressure switch inline with the compressor and fan.

        Only overheat will.
