AC only blows cold while driving or accelerating

AC blows very cold air while driving and accelerating but only blows air but not cold air while idling. Any ideas?

Not enough air moving over the condenser at low speeds. I am assuming you have an e30 with a stock mechanical fan, stock electric fan, and its using r134a?

1. Aux fan operation, low speed resistor?
2. Low freon.
