What exactly are the theoretical CARB qualifiers for a successful modification? No increase in emissions (PPM, not total, or they'd never allow FI) of any kind at any time whatsoever? I'd imagine pulling that off with a turbo would push you toward thermal coatings to get the cat lit off quickly (probably why new OE systems have the cat bolted right to the turbo).
In fact, I'm rather surprised the e30 does as well as it does on emissions given that the cat is halfway under the car; most of the 80s cars I've seen have an air pump for the cat, and run the engine a bit rich to keep numbers in line, never mind EGR and other things we all love to not have on our cars.
