    engine locked

    Assembled the engine.

    New bearings, new rings.

install the pistons and its locked up, remove two pistons, it turns over but is hard.
remove one more and it can turn over normally.

rings were gapped to each cyl.

    any ideas?

Assuming the crank spins easily with no pistons on it:

You swapped caps on the rods

    Rod bearing clearances aren't right

The pins are binding on the small ends of the rods,
    cocking the rods sideways slightly

You dropped a beer bottle in there.

I've done the rod cap thing. Man, I SWORE I knew better. Then I just swore.
