Today when replacing the cone filter, I noticed engine oil in the maf. Could this be a contributing factor or related symptom of my engine steadily idling between 1500 & 2000?

Vacuum leak will cause both high idle and oil in the intake elbow/afm.
Bitch tube seals love doing this, so does splits along the bottom of the hose from the tb to the top of the valve cover.
Check that hose first.sigpic

So the afm is not secured to anything? I'm still thinking vacuum leak. Remove the boot and inspect for cracks. Check to see if the screw that sets the throttle plate has been adjust it back down to a normal idle if it has. If your car has tired rings, the high idle when cold may be pressurizing your crank case sending more oil up the breather than normal.
I am still thinking vac leak though, cheaper and easier to fix than rings or valve seals. Rule that out first.sigpic

And yes, the maf and cone filter are just flopping around like an 80's porn star's tits. to the point where there's a big crack in the elbow which now may or may not be sealed by duct tape.

That crack is most likely the problem. A new elbow is pretty cheap from rmeuropean or autohausaz.
Once replaced, check the screw at the top of the throttle body and see if it brings the idle down. PO most likely opened that to maintain idle and not stall out from the vac leak.sigpic
