I think that's the fuses for the main relay and fuel relay. Don't quote me.

It's an accessory fuse box. That style was only on early model cars.

Correct. One fuse is hot all the time and the other hot only when the ignition is on.
The car makes it possible, but the driver makes it happen.

That fuse block was for aftermarket additions. If none were added there will be two wires in and none out.

Great thanks, well the search for the no spark, no fuel, no current to coil problem continues

No spark and no fuel pump operation (and no injector firing) could be:

No timing data to the DME
A DME power or ground issue
                    A bad DME

But the coil is powered directly from the ignition switch Via C101. So if there is no power to the coil the investigation should focus there as that circuit also supplies the START signal to the DME.

Take that back have power to te coil just no spark or fuel pump operation.

update. fuel pump relay isnt getting signal from the main relay. The relay has constant power and ground to the dme. just no voltage from main relay. tested the main relay the way the bently manual says to and it states to replace relay if it has power here and ground here. so replace relay still not sending power to fuel relay. Anyone know where the wire from the main relay to the fuel relay goes? Dme? Bentley isnt really helping much

See above. You need to be looking at the timing reference sensors first, then the DME power/ground, and finally at the DME.
