I s there any way to set the cam so that I can resurface the head without removing the cam

why? removing the cam is easy if you have the head off the car.

The machine shop said it would take an hour because he ilwould have to remove the rockers aswell but it doubles the price

they want you to remove the valves so the head can be surfaced. the cam can stay in for that.

you have to remove the rockers to remove the valves. with the rockers out of the way the cam slides right out.

it only takes 10 minutes to take apart an m20 head if you know what you're doing..

...and you can surface a head with the valves in it. Pull the rockers, pull the cam,
take them a loaded head and you'll be good to go.
