    ICV issues

I had an idle at 2000rpm with my m50 injectors

I took off my ICV and manually closed it all the way. I confirmed this by trying to blow through it, and no air passed through.

I hooked it back up to my car and lef tit unplugged (to keep it closed) and now my car idles really smooth right at 900 rpm.

So I know my ICV is the issue (or atleast the main issue). However, it is weird because when I plug it in off the car with ignition on it buzzes really loud and the flap door will suddenly open all the way up and visibly "buzz" too. Is it possible my DME is causing the problem??

When everything is right the ICV will settle to a position that is close to the mid point, or a bit below. While your ICV (or the DME) could be bad, until you have a smoke test and eliminate any intake leaks further fiddling with the ICV (or anything else) is pointless.
The car makes it possible, but the driver makes it happen.

I believe an unplugged ICV remains open, which is why the idle will rise when you unplug it..no ?

Correct, vacuum will pull the vane open.

I forgot to mention mmy motor has all of these parts new

            intake boot
            vac lines and clamps
            intake manifold gaskets
            bitch tube o rings
m50 injectors with rebuild kits (so new seals)
            valve cover gasket
and I think that is about it.

Anybody have the resistance spec for the ICV so I can test it? I am going to leave it unplugged and blocked off with a dime so I can drive the car a bit better today

Have you checked the idle switch in the TPS? You have to check it with a meter, just hearing the click doesn't mean that the switch is working.

While you have replaced the hoses & seals that doesn't mean that there aren't any intake leaks. Something could have gone wrong during installation or there could be a leak elsewhere. Have a smoke test run to find out if there are leaks.

take the ICV out of the intake and leave it plugged in. turn on the ignition, it should move to about half open. turn off the ignition, it should snap shut.

So ICV is all messed up. I will swap in a known good one here soon. Also my idle slightly lowers if I push on the intake slightly to close the throttle body more. But my throttle cables are all loose so they arent slightly opening it. lol

The ICV is the black eye on the e30. I'm going to install a "manual choke" in my 318i and be done with it.

That may be binding in the throttle plate/shaft.
