    Radiator fan problem

My water pump went out, and i cant get the radiator fan off, every time I try to take the bolt off, it just spins the fan. Am I doing anything wrong? What can i to to stop it from spinning?

Screw driver between the heads of the bolts that hold the pulley to the water pump.
