I dont think you want to do that, but I also dont think you should have to. It seems to me that if your rocker shaft is off then you cant have put the spring clips on.
ID the 1 or 2 valves under pressure, back the cam off a few degrees to free them up, back off those eccentrics if necessary, slide those rockers over then put the cam back where it was.
Thats the same principal for removing the shaft except you would work from one end to the other so I think it should work to let you rotate the shaft.
