it might be a bad temp gauge...I replaced my sending unit, checked my SI board batteries, and cleaned the contacts on the temp gauge and stuck it back in and now mine rarely goes past 1/4 mark as well. I checked the ohms of the gauge when I pulled it and it read 93ohms but it doesn't look like the info on what it should read is anywhere listed on a web...I've thought about getting a used cluster and pulling the temp gauge but that probably won't be for awhile.

Well it turned out to be a bum thermostat. Threw me for a loop since it was brand new and the housing read 176 at idle when warm. Swapped in another new Stant and she runs much closer to 12 o'clock now. The intake used to be cool to the touch after hard driving and the valve cover was mildy warm. They're both toasty now and the car feels a bit stronger.
