Either 18 or it is the pcv hose.

#18 goes from the bottom of the thermostat housing to the side of the throttle body. #19 continues from the throttle body to a connector at the rear of the block, PN 11121740396.

Yes, #18 goes to the smallest of the ports on the thermostat housing.
